South Carolina opens bidding to sell or manage Santee Cooper
A joint resolution signed Wednesday tells the Department of Administration to collect sale bids, management offers and a reform plan from the Moncks Corner utility itself, and to recommend one of each to lawmakers by Jan. 15.
