Naval Information Warfare Center Atlantic moved three support contracts closer to bidding in early November, according to notices on the federal contracting website.
On Nov. 5, the North Charleston command posted draft documents for systems engineering and in-service engineering on cryptographic and key management systems, the equipment and software that encrypt military communications. It scheduled a virtual conference for companies on Nov. 18 and expects to issue the formal request for proposals around December, the notices say.
On Nov. 3, it posted answers to industry questions and slides from an Oct. 29 virtual conference on technical support for its software-defined radio team. That request is expected in November, according to the notice.
The same day, the command posted answers to questions on a draft request for engineering support of the Maintenance Figure of Merit system, logistics software it supports for the Navy’s Program Executive Office for Manpower, Logistics and Business Solutions, according to the command’s industry forecast.
Only companies that hold the Navy’s SeaPort-NxG multiple-award services contract can bid on the three jobs, the notices say. The maintenance software work is set aside for small businesses.
“The Government is not accepting proposals at this time,” the encryption notice says.
The notices do not include prices. The command’s September 2026 industry forecast puts the radio work and the maintenance software work at $50 million to $100 million each, and the encryption work at $10 million to $50 million. Together, that is $110 million to $250 million. The radio and encryption jobs are each planned as a base period with four option years, the forecast says.
The forecast also names the incumbents. Atlanta-based Scientific Research Corp. has done the radio work under a task order that has received $26.1 million since 2023, according to USAspending.gov. CACI Inc.-Federal of Chantilly, Virginia, has done the encryption work under an order that has received $33.1 million since 2023. VSolvit LLC of Henderson, Nevada, has done the maintenance software work under an order that has received $55.1 million since 2022, the records show.
